How to membership...
To work on amateur radio stations, you must pass an amateur radio exam to obtain your call sign and CEPT license to work on these stations. You can checking for radio club near by you in your living place.
IARU Region 1 Sideband Usage:
Below 10 MHz the lower sideband (LSB) is used and above 10 MHz the upper sideband (USB) is used. The exception to this is in the 5 MHz band where USB is recommended.

CB band 27MHz (11m) is not radioamateur band ! !
